Key News Overnight:
US stocks rose for a second day as banks rallied on regulator reassurance. The VIX volatility gauge tumbled as the S&P 500 added 1.3% to close above 4,000. Treasuries dived as traders resumed betting on a Fed hike Wednesday, with two-year yields jumping 19 bps and 10-year yields climbing 12 bps. The dollar was mixed and gold dropped.
